Secure SMS Messages with Traficom’s New Registration Regulations
A significant improvement in secure SMS messaging and communication reliability is coming in the first half of 2026. Traficom’s new SMS registration regulation 28 L/2025 M will enter into force on May 4, 2026.
With Traficom’s new regulation coming into force, all SMS messages must be sent through pre-registered sender IDs. If permission has not been requested for the use of an ID, all such messages will either be blocked or sent to recipients starting May 4, 2026 with the sender name “Unknown” and starting November 2, 2026 with the sender name “Spam”.
This is a very positive and clear change for consumers, strengthening the reliability of SMS as a communication channel.
New Registration Process in Collaboration with Operators
Arena Interactive has been working together with Traficom, Digital Forum Finland, operators, and other authorities in working groups to design the content and implementation of the new regulation. We are very pleased that we can implement such comprehensive SMS protection in Finland, covering all parties and enabling secure SMS messages between organizations and consumers.

Current SMS Sender ID Protection Strengthened and Remains in Use
The current tools available to organisations secure SMS Sender IDs in use by organisations will continue to be a good option for SMS sender authentication. SMS Sender ID security gives the company exclusive access to a specific sender name. The new regulation also improves the reliability of these identifiers by introducing the authorisation and registration of all sender data alongside the SMS Sender ID.
We Will Inform Our Customers About the Implementation Schedule
Traficom’s Regulation 28 L, which has been under review, was signed on December 15, 2025, and will enter into force on May 4, 2026. We will contact all our customers at the beginning of 2026 to inform them in more detail about the schedule and the process for implementing licensed SMS sender information, as well as practical details.
